Job Overview
The Public Service Recruitment Secretariat (PSRS), on behalf of the Ministry of Information, Culture, Arts and Sports, invites applications from qualified, experienced, results-oriented and self-driven Tanzanian professionals to fill one (1) position of Principal / Chief Executive Officer (CEO) at the Bagamoyo Arts and Cultural Institute (TaSUBa).
This is a senior leadership position responsible for providing strategic, academic, administrative and financial leadership to TaSUBa. The successful candidate will serve as the Accounting Officer and Spokesperson of the Institute and will also serve as Secretary to the Governing Board.
About Bagamoyo Arts and Cultural Institute (TaSUBa)
The Bagamoyo Arts and Cultural Institute (TaSUBa) was established under the Executive Agencies Act No. 30 of 1997 and Government Notice No. 220 of November 2007.
The Institute replaced the former Bagamoyo College of Arts, which was established in 1981, with the objective of responding to the changing role of performing arts in Tanzania.
TaSUBa aims to promote the development of Tanzanian arts and culture, encourage their use as a record of contemporary life and traditions, and promote education in film, television and moving-image arts and their impact on society.
The Institute offers Certificate and Diploma programmes in various areas of specialization. TaSUBa operates under the Ministry of Information, Culture, Arts and Sports, is registered by the National Council for Technical Education (NACTVET/NACTE), and is recognized as a Centre of Excellence by the East African Community (EAC).
Job Summary
The Principal / Chief Executive Officer will be responsible for the overall management and leadership of the Institute.
The CEO will serve as the Accounting Officer and Spokesperson, overseeing academic and administrative affairs, implementing Governing Board decisions, managing institutional resources, mobilizing resources and ensuring that TaSUBa delivers quality education and services in accordance with Government policies, laws and regulations.
Key Duties and Responsibilities
The successful candidate will be responsible for:
- Preparing and implementing strategic and business plans together with associated budgets.
- Ensuring delivery of Institute services to customers and maintaining the expected standards.
- Organizing and managing institutional resources efficiently, economically and in accordance with Government policies, financial regulations, fairness and equality principles.
- Setting user fees for services to facilitate recovery of operational costs and provide a reasonable development margin.
- Preparing annual reports and audited financial statements in accordance with the Public Finance Act and relevant regulations for submission to the parent Ministry.
- Ensuring that the management and organizational structure of the Institute remains suitable for its training needs.
- Mobilizing and negotiating for resources required by the Institute.
- Ensuring that the Institute is managed efficiently while complying with national policies and legal requirements.
- Facilitating learning by teaching academic programmes offered by the Institute.
- Being accountable to the Governing Board for implementation of its decisions.
- Administering and enforcing by-laws and regulations established by the Governing Board.
- Promoting good relations between the Institute, Government and other organizations.
- Working closely with key stakeholders in the education sector to ensure effective management and improved service delivery.
- Exercising other powers and responsibilities conferred under the relevant Act and written laws.
Required Qualifications
Applicants must have an academic standing with credentials equivalent to at least:
- Senior Lecturer, or be eligible for re-categorization as Senior Lecturer for Higher Learning Technical and Vocational Institutions; or
- Principal Tutor / Principal Instructor or above.
Required Experience
Applicants must have:
- Outstanding academic and administrative experience.
- Demonstrated capability in technical and vocational education and training (TVET).
- Experience preferably related to the field of specialization of the Institute.
- Proven ability to develop and coordinate implementation of an academic vision for a technical and vocational institution.

Age Limit
Applicants should be not more than 45 years of age, except for applicants who are already in the Public Service.
Terms of Employment
The successful candidate will be offered a five (5) year contract, subject to satisfactory performance.
Remuneration
The successful candidate will be paid according to the approved TaSUBa salary scale.
